Expand evidence-based, well evaluated program models in the state that are proven to be effective in reducing risk behaviors for specific youth populations, such as Postponing Sexual Involvement (PSI) for Young Teams, Making Proud Choices, Teen Outreach Program (TOP) and Wise Guys.

Use the latest research and resources in program and policy development from CDC and the National Campaign to Prevent Teen and Unplanned Pregnancy, Advocates for Youth and the Healthy Teen Network.

Link with effective youth engagement strategies, including Ready by 21 framework from the Forum for Youth Investment, focusing on prevention, preparation and participation.
